This 2.5-day intensive training program is designed for municipal planning officers, LCCAP core teams, and development staff working in local governments. Participants will learn how to apply AI-powered large language models (LLMs) such as ChatGPT, Gemini, and NotebookLM to enhance the quality, speed, and inclusivity of municipal planning processes.
The course combines technical skill-building, real-world document application, and collaborative workshops aligned MILG guidebooks. It includes two online pre-sessions and four integrated LGU-focused workshops.
By the end of the course, participants will be able to:
Draft municipal plans and coach colleagues in using LLM tools for planning and documentation tasks
Apply AI tools to analyze local risks, identify PPAs, and generate plan content aligned with MILG/DILG guidelines
Develop and use customized prompt libraries to support planning, coordination, and communication in the LGU

LGU-based technical working groups supporting plan integration and documentation
This course integrates:
Bridging Leadership: to surface shared purpose, build ownership, and navigate the complexity of multi-actor planning processes
Adaptive Leadership: to confront tough challenges, manage loss, and mobilize people for collective action
Problem-Driven Iterative Adaptation (PDIA): to break large challenges into smaller, solvable pieces, work with local context, and build capability through cycles of learning and action
AI Prompt Engineering: to build custom workflows that turn raw LGU data into usable plans, reports, and communication tools
Delivery: Blended (Online + In-Person)
Duration: 2 online sessions (60 mins each) + 2.5-day in-person training
Mode: Hands-on, interactive, real-LGU document–based exercises
Tools Used: ChatGPT, NotebookLM, Gemini, Google Docs, Prompt Libraries
Use AI to summarize CLUP, CDP, or AIP sections
Draft Section 1–5 of the LCCAP using LLM prompts
Co-develop an AI-integrated LGU planning workflow
Create a 30-60-90 day action plan for AI adoption in local governance
Bring your LGU’s planning documents (CLUP, CDP, AIP, LCCAP, etc.)
Laptop, mobile device, or tablet with internet access
Willingness to experiment, collaborate, and co-create
Participants will receive a Certificate of Completion and access to a curated Prompt Library for LGU Planning.

To fully participate in the workshops, AI clinics, collaborative sessions, and local innovation projects, all Fellows are required to complete the following technical, digital, and content preparations before the start of the program.
Each Fellow must have access to:
A laptop for working with AI tools, data, and collaborative platforms
A smartphone (Android or iOS) with audio, camera, and adequate storage
A pair of earphones or headphones with a microphone for focused listening and voice-based tasks
Please register for or log into the following free platforms before the program starts. These tools will be used across various Fellowship components:
ChatGPT (OpenAI) - AI writing and content generation (plans, policies, prompts)
NotebookLM (Google)- AI-enhanced reading, PDF analysis, and note synthesis
Gemini (Google) - Prompt-based assistant for idea generation, planning, and content support
Google Workspace (Drive, Docs, Sheets) - Shared documentation and collaboration tools
Google Sites - Personal reflection site and project portfolio (you will be guided to create one)
Discord - Fellowship-wide announcements, peer support, session reminders
Canva - Reports, infographics, and visual storytelling for planning outputs

4. Digital Folder Setup
Before the start of the program, set up a cloud-based folder titled:
Fellowship – [Your Full Name]
Organize it with the following folders:
Prompts and AI-generated outputs
Learning reflections and notes
Project development materials
Planning data and analysis
Shared submissions
You will use this folder throughout the Fellowship to store, organize, and submit your work.
All Fellows must bring digital copies (PDF, Word, Excel, or Google Drive versions) of key local planning documents and datasets, which will be used during AI-enhanced planning and analysis workshops. These include:
Latest version of your CDP, LDIP, AIP, or ELA (even if incomplete)
Barangay or municipal socio-economic profile or LDIS (Local Development Investment Schedule)
Any available CBMS, PSA, or LGU-collected data sets
Relevant sectoral plans (health, education, DRRM, GAD, environment, etc.)
One to two recent ordinances or executive orders relevant to development programs
Planning tools/templates you are currently using (if any)
If your LGU does not have some of these documents yet, please bring what is available and coordinate with your MPDO or planning team prior to the orientation session.
Before the launch in August 2025, Fellows are required to:
Attend the Pre-Fellowship Digital Orientation Session
Complete the “Test Your AI Readiness” activity, using ChatGPT and Gemini
Join the Fellowship Discord server (invitation link will be sent via email)
Upload digital planning documents to your Google Drive folder
